I've been using my blizzard sorceress clearing hell cows quite easily on 1.07. Barely getting any runes, or maybe i just don't see them in the loot mess!

Also tried running cows with the shadows trick and got 99% of rares (as in no Uniques), is that normal?

I did find a duriel's shell im rocking on the Sorc though!

I dont think anybody can convince me to do rack runs haha
 
Rune and jewel drop rates are low from what I know in 1.07. Although you won't be missing much. You really just need the first 8 ish runes to use for crafting.
 
Yeah, looking at the treasure class file, jewels drop at half the rate they do in 1.08+. Also, as someone who put lots of hours into 1.07, I can say doing Council runs with a barbarian is the most effective way to get runes. Remember that hardly any elite items can actually drop in 1.07, so you have to rack them anyway. The council has a special drop rate, and drops 4 items as opposed to 3 in newer patches. Horking also fixes the TC of the unique ones (so they drop from hell tier instead of normal). You will get many runes, gems, charms, and jewels this way, and also a decent amount of sets.

You can then forward some of your crafting ingredients to 1.08 to try your luck at a 25% FCR amulet, which *can* get 2 skills, but I think requires a fresh rune for that. PureDiablo had a decent guide recently about fresh runes and crafting, but the TLDR is crafting level is 2/3 clvl and 2/3 rune item level, and the rune's ilvl poofs after the game, so it only lasts for one game.
